LEAP Program

Launched in 2016, LEAP (Learn. Earn. Achieve. Potential.) is a nationally recognized youth development initiative dedicated to helping system-involved youth discover their strengths, achieve their goals, and build sustainable careers. Through a unique blend of wraparound support services, career readiness programming, and Hennepin County's Plus Program, LEAP equips young people with the tools, resources, and connections needed to thrive. Working alongside community and organizational partners, LEAP advances a collective impact strategy that expands opportunities and improves outcomes for youth on their path to long-term success.

PLUS Program

For more than a decade, the Plus Program has been a cornerstone of support for county-involved youth across Hennepin County. By helping young people achieve academic milestones, access postsecondary education and workforce training, and develop career pathways leading to family-sustaining wages, Plus creates lasting opportunities for success. The program's impact is strengthened through a collaborative network of schools, community partners, and youth-serving professionals working together to empower the next generation.

Position Summary 

Join a mission-driven team dedicated to creating brighter futures for young people. The Plus Program Manager leads the coordination and continuous enhancement of Hennepin County's Plus Program, driving impactful services for county-involved youth across multiple sites. This position fosters strong partnerships with schools, community organizations, county stakeholders, and program staff while overseeing enrollment, technical assistance, staff training, compliance, data analysis, reporting, and resource management

✅What You’ll Do

Program Oversight & Partnership Management

  • Ensure consistent, high-quality implementation of the Plus Program across 12 partner sites through coaching, consultation, monitoring, and technical assistance
  • Conduct site visits, monitor program performance, identify risks, and support continuous quality improvement
  • Build and maintain strong partnerships with county agencies, schools, community organizations, and other stakeholders
  • Represent the Plus Program at partner and community meetings and promote program awareness, referrals, and collaboration

Participant Access & Service Coordination

  • Lead referral, enrollment, and intake processes for youth and families
  • Support appropriate participant placement and coordinate transitions across partner sites
  • Maintain community resource networks to connect participants with educational, employment, housing, mental health, transportation, and other support services

Staff Development & Leadership

  • Facilitate meetings, training, onboarding, coaching, and professional development for partner-site staff and case coordinators
  • Promote best practices, accountability, collaboration, and continuous improvement across program sites

Data, Evaluation & Administration

  • Monitor program outcomes, ensure data quality and compliance, and prepare reports for leadership, funders, and stakeholders
  • Coordinate evaluation activities with external partners and support program planning and improvement initiatives
  • Administer program support funds, track expenditures, and manage operational and administrative functions to support program success

What You Bring

  • Bachelor's degree in Human Services, Education, Social Work, Psychology, Public Administration, or a related field required. Master's degree preferred
  • Five or more years of experience working with youth ages 14-24 who face multiple barriers to educational and employment success
  • Experience working within systems serving youth involved with foster care, juvenile justice, truancy intervention, housing instability, teen parenting, or related systems preferred
  • Experience coordinating multi-partner initiatives and collaborating with schools, county agencies, and community organizations preferred
  • Experience developing staff, facilitating trainings, providing technical assistance, and supporting professional growth preferred
  • Experience utilizing data to evaluate outcomes and drive program improvement preferred

Salary/Hours: Full Time/Exempt: $52,000.00-$56,000.00 DOQ
